It is much as it had been described to you: a dialogue between three vampires discussing their relationship to mortals. The names of the three vampires are new to you: Pinikirid the Elamite, Shabaqo the Nubian, and Pulueser of Nineveh. Supposedly, the three met in Babylon during the reign of Xerxes I for a symposium under the auspices of the Achaemenid Empire. Pulueser takes the role of the Wolf, arguing for the submission of humans to vampires. He brags that he is a god and counts three thousand warriors as his disciples, as well as their wives, children, slaves, and cattle. Conversely, Pinikirid speaks for the Shepherds. She refers several times to the Shepherd of Susa, which you take to be something like the role of Consul; the vampires of Persia pay him homage. It is easy to read in this a suggestion that Eusebius favors the Shepherds—at the time, the Achaemenids, who were the heirs to the Elamites, had recently conquered Babylon and Nineveh. In other words, while Pulueser may have warriors willing to die for him, the Shepherd of Susa has the armies of multiple nations united under his guidance. Most interestingly, however, is Shabaqo, who poses questions to both of them. Whereas Pinikirid still worships the gods of her people, Shabaqo questions the very existence of the divine; having observed the machinations of the temples of Egypt and Nubia, he has long since decided that there are no gods. This in turn is read as a comment on the Shepherds, who use the priesthoods of Anshan and Susa to organize their people.
